Bin County is a typical place full of resources. It lies in the centre of the coal zone, having great resources and potential development. In order to put into practice of the view of scientific development and take the road of economic resource using and friendly environmental developing, the committee and government of Bin County decide to develop a model circulating economy. Based on "Guanzhong-Tianshui Developing Programme of The Economic Area",they have mapped out "Bin County Circulating Economic Programme of the Test Place".
The Circulating Economic Industrial Garden of Bin County, sized 173.58 qing, has been mostly built. Now six Enterprises as Gangue Power Station(2x200,000 kilowatt), Xianyang Qinneng Power Station, Cement work(1,200,000 ton), Zhongda Industry Square, Colliery Mechanical Work and Left-coal Gasifying Power Station have moved in it. The garden will be built into an industrial group as constructing coal—washing coal—gas, Gangue, coal mud—generate electricity—carbide—cement—chemical products, meanwhile, basing on coal, extending from coal and surpassing coal, formed a Circulating Economic industrial chain of coal processing, resource recycling and coal derivative reusing.
